Powers:
Clarice Starling has no real powers, possessing like several others ‘power-like’ effects, which include:

  • Danger Sense: Clarice has a preternatural ability to sense impending danger, either through her environment (such as sounds or last-minute glimpses) or just ‘gut’ reactions. Starling has avoided deadly encounters that would result in her death due to these instincts, mechanically acting more as the power combat sense with Ex (20) ability.
  • Strong Will: Clarice has a higher Psyche score than normal due to her willpower and ability to resist brainwashing and the like (such as when Hannibal Lecter attempted to brainwash her into believing she was his long-dead sister – See Limitations). Starling’s willpower is extraordinary, even if she’s not fully aware of its extent or ability. For the purposes of resisting mental effects such as hypnotism/brain-washing, Starling is considered to have Rm (30) ability.
Contacts:
While Starling had contacts within the FBI, the period during and after Hannibal
significantly reduced her contacts and ability to utilize them. After the events of the novel, Clarice Starling has one primary contact- Hannibal Lecter.

Limitations:
Clarice’s limitations are tied to three main things: How Clarice has been portrayed in the movies, how Clarice is portrayed in the books, and what period of life she’s in. To this end, her limitations are listed accordingly:

  • (Movie): New at the job: Clarice is new at the FBI and eager to please her superior Jack Crawford to this end, Clarice will do whatever she has to do within the limits of propriety to impress her boss – including interviewing Hannibal Lecter, breaking the rules about Lecter, and going off on her own to follow-up an investigation. Clarice has a degree on inexperience and it shows at different points.
  • (Movie) Reputation: By the movie version of Hannibal
  • , Clarice is an experienced agent with a reputation which is not good, a fact which Mason Verger uses to bait Hannibal Lecter with by having Clarice lose her position and endangering her. Through deliberate means, Clarice is considered ‘bad news’ in the FBI.
  • (Movie)Pursuit of Justice: Clarice is dedicated to the pursuit of justice, willing to place herself often in risk and in danger to see that the guilty are brought to justice, even handcuffing herself to dangerous opponents to prevent their escape.   
  • (novel) Protégé of Dr. Lecter: At the end of the novel Hannibal, Lecter’s attempt to brainwash Starling fails, but she joins him of her own accord and joins him in flight. Several years later, she is spotted with Lecter as she has completely joined him (and has presumably joined his cannibalistic nature as well). Starling is considered to be a fugitive at this point, and is no longer considered to have any contacts with her old life. In addition, Starling has 0 karma, as it is implied that she’s fully Lecter’s protégé and lover.

Powers:
Lecter is considered 'Normal', but has displayed power-like effects. Most notably are:
  • Iron Will: Lecter's will is absolutely, allowing him to quickly recover from severe shock or ignore its effects completely (as when he severed his own hand in the movie Hannibal. Hannibal is considered to have Rm (30) Iron Will.
  • Increased RIP: Hannibal's will is absolutely, and has only had one or two times that there has even been hesitation or doubt in his actions or abilities during the long life of the character. Hannibal is considered a highly intelligent genius with exceptional intuition and willpower.
  • Total Memory*: Hannibal's memory borders on superhuman, being able to recall intimate details of locations and situations with no hesitation. Hannibal's command of his memory is so absolutely he could recreate entire street scenes and other vignettes from memory up to a decade in the future, and is considered to be able to do this with Ex (20) ability.

Contacts:
Agent Clarice Starling: While Starling will never seek to help Lecter (in the movies), Lecter will stop at nothing to help her, as he sees her as a replacement for his long-lost sister Mischa.


Limitations:
  • Wanted Felon: Hannibal Lecter is a wanted escaped felon and formerly listed on the FBIs top ten list. International criminal task forces have been created for him.
  • Cannibal: Hannibal Lecter is a known cannibal and will not hesitate to use his culinary gifts on intended targets.
  • Psychopath: Hannibal Lecter is a fully functional psychopath and will not suffer karma loss when committing violent acts.
